Ongoing discussion about the range of actions needed during the SARS-CoV-2 outbreak and Coronavirus Disease 2019 (COVID-19) is calling all of us to bring forward our thoughts and experiences about how best to cope with the multiple challenges we are facing regarding COVID-19. The Health Promotion section of the European Public Health Association, IUHPE and the UNESCO Chair Global Health & Education would like to share the following five talking points that could evolve into a more refined and targeted public health discussion on the implications of this pandemic, from a health promotion perspective.

As discussions worldwide bring topics such as health, equity, sustainability, solidarity or human dignity to a new level of implications, a systematic perspective is missing to bring these themes together with the disease prevention and curative efforts in the public health framework. This is where health promotion has the expertise to bring these extremely relevant issues together, to offer a comprehensive approach, in a common effort to support the medical care systems to face the sudden burden that was laid in their hands.

Les discussions en cours concernant l’éventail des mesures nécessaires pendant l’épidémie de SRAS-Cov-2 et la maladie à coronavirus 2019 (COVID-19) nous appellent tous à exprimer nos réflexions et nos expériences sur la meilleure façon de relever les nombreux défis auxquels nous faisons face par rapport au COVID-19. La section Promotion de la santé de l’Association européenne de santé publique, l’UIPES et la Chaire UNESCO « EducationS & Santé » souhaitent partager les cinq points de discussion suivants qui pourraient évoluer vers un débat de santé publique plus affiné et ciblé sur les implications de cette pandémie, du point de vue de la promotion de la santé.

Alors que les discussions dans le monde entier amènent des sujets tels que la santé, l’équité, la durabilité, la solidarité ou la dignité humaine à un nouveau niveau d’implications, il manque une perspective systématique pour réunir ces thèmes avec les efforts curatifs et préventifs des maladies dans le cadre de la santé publique. C’est là que la promotion de la santé a l’expertise pour réunir ces questions extrêmement pertinentes, pour offrir une approche globale, dans un effort commun pour aider les systèmes de soins de santé à faire face au fardeau soudain qui a été déposé entre leurs mains.

Los debates que se desarrollan sobre el rango de acciones necesarias durante el brote de SARS-CoV-2 y la enfermedad del Coronavirus 2019 (COVID-19) nos motivan a aportar nuestras reflexiones y experiencias sobre la mejor forma de enfrentar los múltiples desafíos que impone la COVID-19. La sección dedicada a la Promoción de la Salud (en inglés) de la Asociación Europea de Salud Pública, la UIPES y la Cátedra Unesco en Salud Mundial y Educación (en inglés y francés), se unen para compartir los siguientes cinco puntos de discusión que podrían llevar a un debate más refinado y específico sobre las implicaciones de la salud pública en esta pandemia, desde una perspectiva de la promoción de la salud. A medida que las reflexiones en todo el mundo hacen que temas como la salud, la equidad, la durabilidad, la solidaridad o la dignidad humana alcancen nuevos niveles de implicación, se evidencia la falta de una perspectiva sistémica que plantee estos tópicos como un todo con la prevención de la enfermedad y los esfuerzos por hallar una cura dentro del marco de la salud pública. Aquí es donde se demuestra la experiencia de la salud pública para reunir estos temas con el fin de ofrecer un enfoque completo e integrado, en un esfuerzo común para apoyar a los sistemas médicos y de salud con el fin de enfrentar la carga que, repentinamente, fue puesta en sus manos.

COVID-19: Blending social determinants of health and intensifying existing health inequities

This statement of the IUHPE Global Working Group on Social Determinants of Health (GWG on SDOH) highlights that both the determinants and consequences of COVID-19 are driven socially, politically and economically. They argue that the current COVID-19 crisis will aggravate social inequalities in health outcomes in both the immediate and long-term, and within and between countries, unless responses across all levels of decision-making consider its social and economic origins and consequences. The IUHPE GWG on SDOH offers a list of suggestions to avoid aggravating inequalities.

COVID-19: Un mélange des déterminants sociaux de la santé et une exacerbation des inégalités de santé existantes  - Groupe de Travail de l’UIPES à l’échelle mondiale sur les déterminants sociaux de la santé

Cette déclaration du Groupe de travail mondial de l’UIPES sur les déterminants sociaux de la santé souligne que les déterminants et les conséquences de la COVID-19 sont effectivement déterminés socialement, politiquement et économiquement. Ils font valoir que la crise actuelle de la COVID-19 aggravera les inégalités sociales dans les résultats de santé à court et à long terme, de même qu’à l’intérieur des pays et entre eux, à moins que les réponses à tous les niveaux de prise de décision ne tiennent compte de ses origines et conséquences sociales et économiques. Le Groupe de Travail propose une liste de suggestions pour éviter d’aggraver les inégalités.

La declaración de este Grupo Mundial de Trabajo de la UIPES destaca que los determinantes sociales de la salud y las consecuencias de la COVID-19 están determinados social, política y económicamente. Los autores argumentan que la actual crisis de la COVID-19 va a empeorar las inequidades sociales en salud ahora y a largo plazo, dentro de los países y entre estos, a menos que las respuestas que se intenten a todo nivel consideren sus orígenes sociales y económicos, así como sus consecuencias. Este Grupo de Trabajo de la UIPES presenta una lista de sugerencias para evitar que se agraven las inequidades.

Planetary health and human health are interconnected and the degradation of wildlife habitats increases the risks of diseases being transmitted to humans by animals. To prevent outbreaks or even pandemics at the level currently seen with COVID-19, it is critical to protect the natural environment of all living creatures and to ensure that the field of health promotion supports such efforts.

On this Earth day, we are pleased to announce that IUHPE is embarking on a project entitled “Planet-People-Health”, with partners Lucerne University of Applied Sciences and Arts (Switzerland), National University of Ireland-Galway (Ireland) and University of Nottingham (UK), and supported by the IC-program of Lucerne University of Applied Arts and Sciences, Switzerland.. The project aims to create a platform allowing grassroots groups to combine efforts, knowledge and strategies for targeting both planetary and population health.

As an organization in official relations with WHO, IUHPE values greatly the work done by this organization worldwide and we strongly support their current efforts to engage civil society, promote health and mobilize governments to provide universal health coverage. This work is critical to the preparedness of countries in light of the current COVID-19 pandemic and future crises, and to ensuring health and well-being, equitably and sustainably. We strongly encourage all member states to continue supporting the work of WHO.

The importance of strong public health systems, of ensuring that public health functions are supported by effective health promotion and primary prevention practices, and of equality in access to health services, is further demonstrated in the context of the current COVID-19 pandemic. Strong systems and accessible health care contribute to protecting populations and to ensuring that those who are most affected receive the services they require.

Strengthening health promotion can be achieved in the various ways outlined in this IUHPE position statement.

As well noted by our Global Working Group on Health Literacy, the dissemination of quality, timely and understandable information is key in slowing down transmission and avoiding overburdening the healthcare system. We are supporting dissemination of evidence-based messaging on COVID-19 by trusted sources (e.g. WHO, national public health agencies, research institutions) via Twitter.

Postponement of the 6th International Conference on Salutogenesis     

Following WHO recommendations, and as a result of international and national travel and meeting restrictions, the organisers of the 6th International Conference on Salutogenesis had to make the very difficult decision to postpone the event by a full year to Spring 2021. This event, co-organised by STARS, IUHPE and its Global Working Group on Salutogenesis, was originally scheduled for April 14-15, 2020. The organisers want to assure the participation and safety of all of you at the conference at a later date. Unfortunately, also an online version of the conference would not be feasible, considering the highly interactive format with around 100 presenters from around the world as well as 14 workshops and 4 plenary discussions.

L’importance d’avoir des systèmes de santé publique solides pour veiller à ce que les fonctions de la santé publique soient appuyées par des pratiques efficaces de promotion de la santé et de prévention primaire, et celle de l’égalité d’accès aux services de santé, sont démontrées, une nouvelle fois , dans le contexte de la pandémie actuelle de COVID-19. Des systèmes solides et des soins de santé accessibles contribuent à protéger les populations et à faire en sorte que les personnes les plus touchées reçoivent les services dont elles ont besoin.

Report de la 6ème Conférence internationale sur la salutogenèse

Suivant les recommandations de l’OMS, et en raison des restrictions internationales et nationales en matière de déplacements et de réunions, les organisateurs de la 6^ème Conférence internationale sur la santé ont dû prendre la décision très difficile de reporter l’événement d’une année complète au printemps 2021. Cet événement, co-organisé par STARS, l’UIPES et son Groupe de travail mondial  sur la salutogenèse, était initialement prévu pour les 14 et 15 avril 2020. Les organisateurs veulent tout mettre en œuvre pour assurer la participation et préserver la sécurité de tous à la conférence à une date ultérieure. Malheureusement, une version en ligne de la conférence ne serait pas possible, compte tenu du format très interactif avec environ 100 présentateurs du monde entier ainsi que 14 ateliers et 4 discussions plénières.

El contexto actual de la pandemia causada por el Covid-19 demuestra la importancia de un sistema de salud pública bien fortalecido, así como la necesidad de una promoción efectiva de la salud y de una práctica correcta de la prevención primaria, con un acceso equitativo a la salud. Los sistemas de salud que son fuertes, unidos a una cobertura de salud universal y accesible, contribuyen a proteger las poblaciones y a asegurar que aquellos que se vean más afectados, puedan recibir los servicios que requieren.

Fortalecer la promoción de la salud se puede lograr teniendo en cuenta los diferentes aspectos que están contemplados en la Declaración de Posición de la UIPES.

Así como lo señala nuestro Grupo Mundial de Trabajo sobre Alfabetismo en Salud, la diseminación de una información de calidad, actual y comprensible, es la clave para disminuir la transmisión y evitar el sobrecupo en el sistema de salud.

Posponen la 6a Conferencia Internacional sobre Salutogénesis

De acuerdo con las recomendaciones de la OMS, y como resultado de las restricciones nacionales e internacionales tanto para viajar como para asistir a reuniones, los organizadores de la 6a Conferencia Internacional sobre Salutogénesis, tuvieron que tomar la difícil decisión de posponer el encuentro por un año completo, hasta la Primavera del 2021. 

Este evento, organizado en asocio entre Stars, la UIPES y su Grupo de Trabajo Mundial sobre Salutogénesis, estaba originalmente programado para el 14 y el 15 de abril del 2020.

Los organizadores esperan garantizar la participación en total seguridad de todos ustedes en una próxima fecha.

Teniendo en cuenta el formato altamente interactivo, con cerca de 100 expositores de todo el mundo, así como con 14 talleres y 4 discusiones plenarias, los organizadores lamentan informar así mismo, que no será posible contar con una edición en línea de la conferencia como una alternativa a esta situación.

Health promotion, as a strategy (a set of coordinated intersectoral actions) that aims to orient and support social change in order to improve health for all and reduce health inequalities, has been adopted in many countries. However there is not yet a structured field of research, based on a set of paradigms, approaches and methods that is recognised as health promotion research. Health promotion still needs a clear and widely adopted definition that would delineate a coherent body of disciplinary knowledge and methods.

It is timely to map and to understand the practices of health promotion research (in terms of paradigms, ethical framework, research strategies and methods) and their anchor in the ethical system of health promotion.

As a first step, we want to receive structured detailed (2 pages) outlines of potential contributions based on how specific research projects or research programs were conducted. The Handbook of Health Promotion Research will be published under the auspices of the UNESCO Chair and WHO Collaborating Centre “Global Health & Education” and the Canada Research Chair on Community Approaches and Health Inequalities, in partnership with the International Union for Health Promotion and Education. Manuel de référence pour la recherche en promotion de la santé – Appel à contributions

La promotion de la santé, définie comme stratégie (à savoir comme ensemble d'actions intersectorielles coordonnées) visant à contribuer au changement social pour améliorer la santé de tous et réduire les inégalités en matière de santé, a été adoptée dans de nombreux pays. Cependant, le champ de la recherche en promotion de la santé reste insuffisamment structuré et ne dispose pas des fondations solides d'un ensemble de paradigmes, d'approches et de méthodes définis et reconnus. Notre ambition est de contribuer à structurer le champ de la recherche en promotion de la santé.

Il est temps de publier un état des lieux et un manuel de référence pour la recherche en promotion de la santé, de cartographier et de caractériser les pratiques de recherche des personnes impliquées dans la production et le partage des connaissances en promotion de la santé.

Dans un premier temps, nous souhaitons recevoir un descriptif structuré et détaillé (2 pages) des contributions potentielles, décrivant la manière dont les projets ou programmes de recherche spécifiques ont été menés. La nouvelle date limite pour la soumission des plans est le 15 mai 2020. Manual de investigación en promoción de la salud – Llamado para enviar contribuciones

La promoción de la salud ha sido adoptada en muchos países en tanto que estrategia (conjunto coordinado de acciones intersectoriales) para orientar y apoyar un cambio social que busca mejorar la salud y reducir las inequidades en salud. Sin embargo, no existe aún un campo de investigación bien estructurado, basado en modelos, enfoques y métodos que sea reconocido como investigación en promoción de la salud.

La promoción de la salud exige todavía una definición clara que sea adoptada ampliamente y que pueda delinear un conjunto coherente de métodos y conocimientos disciplinarios.

Es hora de determinar y comprender las prácticas de la investigación en promoción de la salud (en cuanto a paradigmas, código ético, estrategias de investigación y métodos) y la forma como éstas se vinculan con el sistema ético de la promoción de la salud.

Por esto, y como primer paso, los invitamos a enviar un esbozo detallado y estructurado (2 páginas) de potenciales contribuciones sobre cómo se desarrollaron proyectos o programas de investigación específicos. Over the last year, IUHPE’s World Conference on Health Promotion took place in a unique setting which allowed us to reflect on the link between the health of our planet and that of its inhabitants. We also continued our advocacy efforts on the prevention of NCDs in the context of the World Health Assembly of the WHO, and the UN High-Level Meeting on Universal Health Coverage.
At the same time, we have continued to serve our members and to support institutions and practitioners through our Accreditation System.
 

Au cours de l’année écoulée, la Conférence mondiale de l’UIPES sur la Promotion de la Santé s’est déroulée dans un cadre exceptionnel qui nous a permis de réfléchir au lien existant entre la santé de notre planète et celle de ses habitants. Nous avons également poursuivi nos efforts pour la prévention des MNT dans le contexte de l’Assemblée mondiale de la Santé de l’OMS, et de la Réunion de haut niveau des Nations Unies sur la couverture de santé universelle. Dans le même temps, nous avons continué à servir nos membres, et à soutenir les institutions et les praticiens (par ex. à travers notre système de certification).

Durante el año pasado, la Conferencia Mundial de la UIPES sobre la Promoción de la Salud se desarrolló en un escenario incomparable que nos permitió reflexionar sobre el vínculo que existe entre la salud de nuestro planeta y la de sus habitantes. Igualmente, continuamos con nuestro esfuerzo en la prevención de las ENTs, tanto en la Asamblea Mundial de la Salud de la OMS como en la Reunión de Alto Nivel de la ONU sobre la Cobertura Sanitaria Universal. Al mismo tiempo, seguimos trabajando por nuestros miembros y ofreciendo apoyo a las instituciones y profesionales a través de nuestro Sistema de Acreditación.

RESO is the health promotion unit of UCLouvain (Université Catholique de Louvain, in Belgium). Created in 1984, the RESO is currently a part of the Institute of Health and Society (IRSS).

Its main mission is to strengthen the expertise of health promotion actors, including professionals, decision-makers and scientists, and to support decision-making for policy and interventions by sharing health promotion knowledge.

The RESO offers documentary and methodological support services for the development of projects in health promotion, namely through the production of knowledge sharing tools (knowledge syntheses, resources selection, etc.).

Moreover, the unit’s documentation center facilitates the access to information, and scientific and professional documents in health promotion.

The RESO also carries out documentary monitoring on key health topics for the Brussels and Walloon context and shares the latest resources grouped according to its thematical focus.

Facilitating access to and dissemination of scientific literature in health promotion, and enabling the appropriation of recent scientific information on current and transversal health promotion topics contribute to the strengthening of the knowledge of health promotion actors.

These two areas of activity of RESO increase the relevance and the quality of health promotion interventions, improve the health of populations and reduce social inequalities in health.

Le RESO est le service universitaire de promotion de la santé de l’UCLouvain (Université Catholique de Louvain en Belgique). Créé en 1984, le RESO est actuellement rattaché à l’Institut de recherche santé et société (IRSS). 

 
Sa principale mission est de renforcer les savoirs des intervenant·e·s de promotion de la santé, qu’ils/elles soient professionnel·le·s, décideurs/décideuses ou scientifiques, et de soutenir la prise de décision interventionnelle et politique en partageant les connaissances en promotion de la santé.

 
Le RESO offre des services de soutien d’ordre documentaire ou méthodologique pour le développement de projets en promotion de la santé. Il réalise notamment des supports de partages de connaissances (synthèses de connaissance, sélections de ressources, ...).
 


Le service dispose également d’un centre de documentation, favorisant l’accès à l’information et à la documentation scientifique et professionnelle en promotion de la santé. Le RESO réalise aussi une veille documentaire sur des thématiques de santé prioritaires dans le contexte bruxellois et wallon, mettant à disposition les dernières ressources classées par thématiques.

Faciliter l’accès et la diffusion de la littérature scientifique et professionnelle pertinente en promotion de la santé, assurer l’appropriation de l’information scientifique récente concernant des thématiques de promotion de la santé actuelles et transversales contribuent au renforcement des connaissances des intervenants du secteur de la promotion de la santé.
 
Ces deux pôles d’activités réalisés par le RESO permettent d’une part d’augmenter la pertinence et la qualité des interventions en promotion de la santé et d’autre part d’améliorer la santé des populations et de réduire les inégalités sociales de santé.

Su misión es fortalecer el conocimiento de los actores y actrices de la promoción de la salud (profesionales, responsables de la toma de decisiones y representantes de la comunidad científica) y apoyar las resoluciones políticas e intervencionistas mediante la difusión de experiencias en promoción de la salud.
 

El RESO ofrece servicios de apoyo documental o metodológico para el desarrollo de proyectos de promoción de la salud. Se encarga de realizar todo lo concerniente a la difusión del conocimiento (síntesis de experiencias, selección de recursos, etc.). 



Asimismo, el servicio dispone de un centro de documentación que facilita el acceso a la información y a la documentación científica y profesional en el campo de la promoción de la salud.

El RESO realiza además un monitoreo permanente de las publicaciones relacionadas con los asuntos de salud que son prioritarios en Bruselas y Valonia, para poner a disposición de los interesados los recursos más recientes, clasificados por temas.
 
Facilitar el acceso y la difusión de la literatura científica y profesional en promoción de la salud, y garantizar la apropiación de la información científica reciente relacionada con las temáticas actuales y transversales de la promoción de la salud, son dos factores que contribuyen a fortalecer y afianzar los conocimientos de los actores del sector de la promoción de la salud.
 
Estos dos polos de actividades realizadas por el RESO permiten, por una parte, aumentar la pertinencia y la calidad de las intervenciones en promoción de la salud, y de otro lado, mejorar la salud de las poblaciones y reducir las inequidades sociales en la salud.

After seeing its mandate extended through April 2021, the WHO Civil Society Working Group on NCDs (CS WG) has now officially entered its second phase. Re-nominated civil society leaders have been joined by new members that bring additional expertise and networks to the group, while strengthening representation from all regions.

Trevor Shilton, IUHPE Vice President for Advocacy, will continue to contribute to the CS WG, namely as a member of the committee on Advocacy and communications. Two other committees will focus on Accountability, and the Meaningful involvement of civil society and people living with and affected by NCDs. IUHPE will continue to keep our members apprised of the Group’s activities and deliverables, as well as inform you of all opportunities for engagement.

The launch of the second phase of the CS WG took place at Muscat, Oman, during the Global Meeting to Accelerate Progress on SDG target 3.4 on Noncommunicable Diseases and Mental Health, 9-12 December 2019. The second and final report of the WHO Independent High-level Commission on noncommunicable diseases, It’s time to walk the talk, was also presented at this event. IUHPE has published its own position which proposes that it is lack of investment in the necessary health promotion and primary prevention systems that best explains the lack of progress globally on NCDs. IUHPE agrees it is time to get serious – and proposes ten system requirements for strengthening health promotion as a primary mechanism for meeting the WHO NCD Targets. The necessary investments include:

• Political and policy requirements such as high-level political leadership of robust national action plans.

• Enabler requirements such as sustainable financing, strong health promotion institutions, a strengthened health promotion workforce and mechanisms for cross-sector collaboration; and

• Delivery requirements such as comprehensive health promotion plans with a focus on equity, as well as the social, environmental and commercial determinants of NCDs.  

IUHPE strongly supports the call by the WHO Independent High-level Commission on NCDS for member states to step up their focus on implementation. 

For the last few years, IUHPE and the United Kingdom Public Health Register (UKPHR) have worked together to provide the IUHPE-accredited global register for health promotion practitioners in the UK and to publicise the register’s availability. Unfortunately, demand has been low and therefore our organizations must reluctantly make the decision to close the UKPHR-based register, effective December 2019.

As is the case with any country where there is no IUHPE National Accreditation Organisation (NAO), health promotion practitioners based in the UK will continue to be offered a registration service by IUHPE directly, through its website.

This Opinion was prepared by the European Commission's Expert Panel on effective ways of investing in Health (EXPH) and adopted at its 18th plenary on 7 November 2019 after public hearing on 23 October 2019. Professor Margaret Barry, IUHPE President, is a member of this Panel and was the rapporteur for this document.

"Health promotion is an essential strategy for improving health equity and a key action underpinning the reform of health systems in Europe. Applying the principles of the European Pillar of Social Rights and the competences of the EU treaties for the promotion of wellbeing and protection of health across all EU policies, we recommend that a range of policy measures and financial mechanisms at the European level are applied to support the implementation of transformative health promotion policies and practices in EU Member States. This shift in focus from disease to health can be considered ‘a disruptive innovation’ due to the need to transform existing organisational structures, workforce, and services" (EXPH, 2019).

The Opinion makes a number of key recommendations for action on strengthening the capacity of EU countries to implement health promotion at a political, policy and service delivery level, recognising that the implementation of the SDGs in Europe present a major opportunity to bring a central focus on health promotion as a core element of delivering on sustainable development and universal health coverage.

IUHPE argues that reorienting health systems to focus more on health promotion, prevention and primary health care, as advocated in the Ottawa Charter, is the most effective and sustainable way to achieve national health goals and targets, and reduce the escalating burden of preventable diseases and mental ill-health on health care systems and treasuries. We are glad to see that the opinion of the EXPH builds on the arguments and the approach outlined in the IUHPE Position Statement, Beating NCDs equitably - Ten system requirements for health promotion and the primary prevention of NCDs (2018), and the work developed on the core competencies for health promotion, that are the basis of the IUHPE Health Promotion Accreditation System. 

This report is only a part of an ongoing discussion that will continue in the upcoming months with further publications, including the accompanying fact sheet, presentations and other events. IUHPE will work hard to continue to be a strong voice advocating for health promotion and to engage its members and network in these exchanges. Health & Sustainable Development Foundation 

Health & Sustainable Development Foundation, a non-profit educational foundation, and an institutional member of IUHPE since 2018, is dedicated to facilitating the creation of synergies between health development and sustainable development through advocacy, collaboration and capacity building at local, national and international levels.

The property was endowed by Dr. Shu-Ti Chiou, who currently holds the portfolio of Global Vice President for Capacity Building, Training and Education in the Executive Board of IUHPE. Dr. Chiou donated the entire government subsidy for her magistrate election campaign in the I-lan County to constitute this foundation, as a gesture of profound gratitude for the support she received from the people of I-lan during the election. This foundation’s mission reflects her political views during the campaign, which are to care for the disadvantaged, to protect our natural and cultural reserves, and to connect and promote synergistic well-being for people, the planet and prosperity. Main activities are:

• Educational activities to illustrate major determinants of health and how they are interrelated;

• Advocacy and education on developing synergies between health promotion and sustainable development;

• Advocacy on developing a sustainable society to address the influence of social determinants and demographic change;

• Initiatives on equitable and sustainable health system reform;

• Advocacy to conserve our natural and cultural resources;

• International collaboration.

Examples of flagship events include:

• In I-lan City, “Experiencing Health-promoting Sustainable Tourism” with a walking tour of the historical arts & places in the old town and an updated healthy version of a traditional dinner to celebrate UN’s Year of Sustainable Tourism in 2017 (figure 1);

• In Taipei, the “Global Health & Sustainable Development Forum” in 2019, with speeches delivered by global and domestic health leaders, coupled with a Mayors’ Forum on good governance & partnerships, to illustrate major determinants of health, the necessity of a paradigm shift, and some real world success stories (figure 2).

 

Health & Sustainable Development Foundation

La Fondation pour la Santé et le Développement durable (“Health & Sustainable Development Foundation”), une fondation éducative sans but lucratif, et membre institutionnel de l’UIPES depuis 2018, se consacre à faciliter la création de synergies entre le développement de la santé et le développement durable par le biais du plaidoyer, de collaborations et du renforcement des capacités aux niveaux local, national et international.

Cet établissement a été doté par le Dr Shu-Ti Chiou, qui détient actuellement le portefeuille de Vice- Présidente chargée du développement des capacités, de la formation et de l’éducation au Conseil Exécutif de l’UIPES. Le Dr Chiou a fait don de toutes les subventions gouvernementales reçues pour sa campagne électorale à la magistrature dans le comté de I-lan comme un geste de profonde gratitude pour le soutien qu’elle a obtenu des habitants pendant l’élection, pour constituer cette Fondation. La mission de cette Fondation reflète ses opinions politiques exprimées durant la campagne, à savoir de prendre soin des plus démunis, de protéger nos réserves naturelles et culturelles et de créer du lien et de promouvoir de manière synergique le bien-être des personnes et de la planète ainsi que la prospérité. 

Les principales activités sont les suivantes :

• Activités éducatives pour illustrer les principaux déterminants de la santé et la façon dont ils sont liés entre eux ;

• Plaidoyer et éducation pour le développement de synergies entre la promotion de la santé et le développement durable ;

• Plaidoyer pour le développement d’une société durable afin de s’attaquer à l’influence des déterminants sociaux et du changement démographique ;

• Initiatives de réforme équitable et durable du système de santé ;

• Plaidoyer pour la conservation de nos ressources naturelles et culturelles ;

• Collaboration internationale.

Voici des exemples d’événements phares :

• Dans la ville d’I-Lan, « Vivre l’expérience d’un tourisme durable promoteur de santé » avec une visite à pied des lieux artistiques et historiques de la vieille ville et une version actualisée et favorable à la santé d’un dîner traditionnel pour célébrer l’Année du tourisme durable de l’ONU en 2017 (figure 1) ;

• Dans la ville de Taipei, le « Global Health & Sustainable Development Forum » (Forum mondial sur la Santé et le Développement durable) en 2019, avec des discours prononcés par des leaders mondiaux et nationaux de la santé, couplé à un Forum des maires sur la bonne gouvernance et les partenariats, pour illustrer les principaux déterminants de la santé, la nécessité d’un changement de paradigme et quelques exemples de réussite dans le monde réel (figure 2).

Health & Sustainable Development Foundation
(Fundación para la Salud y el Desarrollo Sostenible)

La Fundación para la Salud y el Desarrollo Sostenible, una fundación docente sin finalidad de lucro, y miembro institucional de la UIPES desde 2018, se dedica a facilitar la creación de sinergias entre la salud y el desarrollo sostenible mediante la sensibilización de la opinión pública, la colaboración y la capacitación a escala local, nacional e internacional.
El patrimonio de la fundación fue donado por la Dra. Shu-Ti Chiou, quien actualmente ocupa el cargo de Vicepresidenta mundial de capacitación, formación y educación en la Junta Ejecutiva de la UIPES. La Dra. Chiou donó la totalidad de la subvención gubernamental de su campaña electoral en el condado de I-lan County para establecer esta fundación, en un gesto de profundo agradecimiento por el apoyo que había recibido de las gentes de I-lan durante las elecciones. La misión de esta fundación refleja su postura política durante su campaña, a saber, atender a los desfavorecidos, proteger nuestras reservas naturales y culturales y conectar el bienestar sinérgico de las personas y  del planeta con la prosperidad, y promoverlo. Sus principales actividades son:

• Actividades docentes para enseñar los principales determinantes de la salud y cómo se relacionan entre sí;

• Sensibilizar a la opinión pública para conservar nuestros recursos naturales y culturales;

• Colaboración internacional.

Entre los principales eventos que ha celebrado cabe destacar:

• En la ciudad de I-lan, “Vive un turismo sostenible que promueve la salud”, un paseo turístico por los lugares históricos y artísticos de la ciudad antigua y una versión actualizada y sana de una cena tradicional para celebrar el Año del Turismo Sostenible de la ONU en 2017(figura 1);

• En Taipei, El “Foro Mundial de Salud y Desarrollo Sostenible” en 2019, con ponencias por parte de líderes del ámbito de la salud tanto mundiales como nacionales, junto con un Foro de Alcaldes sobre buen gobierno y partenariados para ilustrar los principales determinantes de la salud, la necesidad de un cambio de paradigma y algunas historias reales de éxito (figura 2).

October - Health Literacy Month: Celebrating a Decade of Action in Health Literacy

What better way to celebrate Health Literacy Month worldwide than by acknowledging the 10th year anniversary of the IUHPE Working Group on Health Literacy? Beginning with preliminary meetings in Vancouver in 2007, the GWG-Health Literacy was officially established through a Resolution in the General Assembly in Geneva in 2010. The group has been working continuously over the past decade to promote health literacy in health promotion through research, practice and policy.

Beginning with a vision expressed in the group’s Mission Statement, the group seeks “to initiate and support action, policy and research on health literacy, acknowledging the contribution of health literacy to reducing disparities in the promotion of health and wellbeing, and sustainable development, and to the pursuit of equity within and between countries, in the global context.”

Toward this end, the group continuously reaches out to include active members from the IUHPE’s regions, and from a wide variety of professional and academic fields. We are privileged to have world-renowned health promotion experts active in the group, alongside promising students and early career professionals - all working together.

The group liaises with a rich array of partners such as the Asian Health Literacy Association, European Association of Health Literacy, HARC (US), WHO, Health Promoting Hospitals Networks, International Health Literacy Association, Bridge for Health, EUPHA and many more. The group has participated in projects such as the Diabetes Literacy Project and the Health Literacy of School Children Project (in Germany), taught in Summer Schools, formed research groups (in Alcohol Literacy, for instance), and supported a number of projects and research proposals.

This past year has been particularly productive with a number of achievements: initiating and editing a special issue on health literacy of the Global Health Promotion journal and other publications, developing and disseminating the IUHPE Position Statement on Health Literacy:  A Practical Vision for a Health Literate World (including with a Brief Report in WHO's Public health panorama),  sponsoring a pre-conference on health literacy at the IUHPE World Conference -   in addition to 3 sub-plenary sessions and dozens of oral presentations,  workshops, symposia, posters -  partnering with the GWG-Salutogenesis and GWG-Healthy Settings for mutual coordination of special sessions in the IUHPE European Region Health Promotion Conference, developing and implementing a new governance strategy and more.

The IUHPE is pleased to have this opportunity to strongly support the Political Declaration of the High-Level Meeting on Universal Health Coverage. On behalf of our members, representing high-, middle- and low-income countries globally, we welcome the focus on universal health coverage (UHC) and the reaffirmation of health as a precondition for sustainable development. As reflected in the Declaration, health promotion is an essential component of UHC.

The IUHPE argues that reorienting health systems to focus more on health promotion, prevention and primary health care, as advocated in the Ottawa Charter, is the most effective and sustainable way to achieve national health goals and targets, and reduce the escalating burden of preventable diseases and mental ill-health on health care systems and treasuries.

Delivering on UHC and meeting the ambitious targets of the SDGs means moving beyond a focus on curative health care to also embrace health promotion and primary prevention interventions that will address the broader determinants of health and place empowered citizens at the centre of their own health and wellbeing.  

The IUHPE can help

IUHPE provides technical guidance and support to countries on health promotion implementation strategies that will strengthen the quality of health promotion practice. This includes: providing leadership in mobilizing IUHPE members; developing and implementing an audit tool for member states to assess their health promotion systems; conducting training in advocacy for professionals and policy-makers; supporting capacity development through the IUHPE Accreditation System; conducting and co-organising global and regional conferences on health promotion; supporting effective partnerships; and developing and translating health promotion knowledge, as well as promoting exchanges on effective action through webinars.

The conference aims for a broad exchange of scientists and experts around the world with the aim to advance theory and research on Salutogenesis.

We strongly believe that Salutogenesis is a very powerful concept – but needs to be advanced to develop its full potential. Thus, we are not only looking for completed research – but even more so for emerging ideas triggering discussions. We urge you to think about which ideas you could contribute to the conference, which issues you would like to discuss – and who else you would like to see as a presenter. Please spread this invitation to submit abstracts broadly!

The conference is offered by the International Union for Health Promotion and Education, its Global Working Group on Salutogenesis, the Society for Theory and Research on Salutogenesis (STARS), and the Center of Salutogenesis (CoS).

It was a very important year for IUHPE as the first year of the International Secretariat in Canada, but also due to the array of activities taking place across the world and in different areas of IUHPE’s work. They include two regional conferences, three position statements, a special issue of GHP, strong advocacy work and the launch of two National Accreditation Organisations.

All these achievements resulted from joint efforts with our members and partners, regionally and globally.

Cette année a été très importante pour l'UIPES, d'une part parce que c'était la première année de son secrétariat international au Canada, mais aussi du fait de la diversité des activités qui ont été menées à travers le monde et dans différents domaines du travail de l'UIPES. Celles-ci ont inclus deux conférences régionales, trois documents de position, un numéro spécial de GHP, un vigoureux travail de plaidoyer, et le lancement de deux organismes nationaux de certification.

Tous ces accomplissements sont le fruit d'efforts partagés avec nos membres et nos partenaires, à l'échelle régionale et mondiale.

Ha sido un año muy importante para la UIPES, por ser el primero en que el Secretariado Internacional se ha ubicado en Canadá, pero también por el despliegue de actividades que hemos realizado en todo el mundo y en las diversas áreas que constituyen el trabajo de la UIPES. Entre estas actividades hay que destacar dos conferencias regionales, tres declaraciones de posicionamiento, un número especial de GHP, una intensa labor de sensibilización y defensa de nuestros postulados y la inauguración de dos Organizaciones Nacionales de Acreditación.

Todos estos logros son el resultado de los esfuerzos realizados junto con nuestros miembros y socios, a escala regional y mundial.
