Project overview


The CompHP Project aimed to develop competency-based standards and an accreditation system for health promotion practice, education and training that will positively impact on workforce capacity to deliver public health improvement in Europe.

 

The project used consensus-building approaches to establish means and methods by which quality governance standards in Health Promotion can be implemented across Europe to stimulate innovation and best practice. The general objectives of the project were:

Background, Context, Ethos and Rationale

 

The development of a Europe-wide system of competency-based standards in health promotion aimed to provide a basis for building a competent and effective health promotion workforce capable of translating into action the key priorities identified in recent European health strategies. These include addressing health inequities and promoting healthy ageing, healthy weight and positive mental health and well-being.

 

The project took a consensus building approach and aimed to work in collaboration with practitioners, policymakers and education providers across Europe. The project partners have been sensitive to the fact that health promotion is at different stages of development across Europe. While there is a commitment to delivering the agreed outcomes, it is recognised that these are not likely to be adopted at the same speed or in the same way across Europe. It is envisioned that the implementation of the tools and systems developed by the project will be decided upon by health promotion professionals and national bodies in the context of their own resources, structures, opinions and culture.

 

The project worked through existing health promotion and related networks across Europe and linked to associated international developments. All member States have been engaged in the project through a comprehensive consultation process.

 

The project developed and tested the implementation of a sustainable competency-based system in countries with varying levels of infrastructure development (from developed to virtually non-existent). For the small number of countries that have, or are currently developing, similar frameworks the pan-European system, the Project added validity and credibility to their endeavours, while for those countries which have not yet developed such systems, this innovative project will allow for economies of scale by developing core competencies, professional standards and an accreditation framework that can be adapted within agreed parameters at national level.

Project structure

 

The project was structured into units of work or ‘workpackages' (WPs). Three core workpackages focused respectively on the coordination and management (WP1), dissemination (WP2) and evaluation (WP3) while the remaining workpackages  (WP4-8) focused on specific aspects of developing and testing the competencies, standards and accreditation.

 

 

 

 

 

Developing competencies - Workpackage 4

Developing consensus on core competencies for health promotion in Europe based on a comprehensive review of the international literature and a process of consensus building employing Delphi studies, focus group feedback and online consultation.

 

 

Developing standards - Workpackage 5

Developing and agreeing competency-based standards for professional practice through electronic surveys, focus group feedback and online consultation.

 

Developing an accreditation system - Workpackage 6

Developing a sustainable pan-European accreditation system, that will be facilitated centrally by the International Union for Health Promotion and Education /European Region (IUHPE/EURO) and operated at national level through designated national agencies.

 

Mapping in academic settings - Workpackage 7

Relating competencies, standards and accreditation to education and training programmes across Europe, through mapping competencies against academic curricula and exploring accreditation of educational and training programmes.

 

Testing in practice settings - Workpackage 8

Testing the implementation of competencies, standards and accreditation framework in practice settings with a representative range of national agencies across Europe.

In addition, thirteen other European organisations have been actively contributing to the project as collaborating partners. The project therefore, had active representation from eleven EU member states and two of the three candidate countries, as well as from Israel, which is a country member of the International Union for Health Promotion and Education/European Region (IUHPE/EURO). This wide partnership ensured access to an extensive range of stakeholders, through IUHPE/EURO and other established networks. The project also benefited from the input of an International Experts Advisory Group with experience in developing competency-based standards and accreditation systems for health promotion.
